As CIRO embarks on our next exciting phase of growth and innovation, we are thrilled to introduce Philip Sherratt as our new Chief Executive Officer.
Having officially started on 28th October, Philip has wasted no time in engaging with the team and immersing himself in the organisation, both operationally and culturally. In addition to gaining a deep understanding of the organisation’s strengths and capabilities, Philip has also begun identifying areas for improvement and setting a clear vision for CIRO’s future. His arrival comes at a critical juncture for both the Institution and the wider UK rail industry, as the sector undergoes major reforms through the Great British Railways (GBR) initiative. Philip’s extensive background in the railway industry, including his tenure as Editor of Modern Railways, positions him well to lead CIRO into a new era of growth and strategic development.
A New Chapter for CIRO
Philip succeeds Annette Shipley, who commendably served as Interim CEO during the transitional period and played a key role in the recruitment process to appoint Philip. Annette will now return to her role as Deputy CEO. Her leadership during this time of change has been instrumental in keeping CIRO on course, and she continues to be an invaluable asset, supporting Philip operationally as he beds into the role.
Jim Meade, Chief Executive of Iarnród Éireann and Chair of CIRO, shared his excitement about Philip’s appointment:
“I am delighted to welcome Philip as our new CEO. His deep understanding of the rail industry, combined with his proven leadership, made him the standout candidate in what was a rigorous selection process. We are confident that he is the right leader to drive CIRO forward as we continue to champion and grow operational capability.”
Philip joins CIRO at a time when the industry is seeing rapid shifts in its structure, with the ongoing GBR reforms promising to reshape the way the UK railway system operates. His appointment marks an exciting step for CIRO, with a focus on ensuring that the Institution remains at the forefront of professional development and operational excellence within the railway sector.
Bringing Vision and Leadership
Philip’s vision for CIRO centres around expansion, inclusivity, and innovation. As he expressed upon his appointment:
“CIRO plays a crucial role in developing the skills and professionalism of railway operators – the very people who ensure that passengers and freight can move efficiently across the country. Building on the strong foundations already in place, I am honoured to be taking the helm of such an important organisation at this pivotal time.”
Looking to the future, Philip added:
“The UK railway system is going through significant change, and I see CIRO as having an even greater role in the future. I look forward to growing the Institution’s influence and ensuring that our services are at the heart of the reformed railway. It’s vital that we continue to support our members, enhance our training programmes, and provide the professional recognition that railway operators deserve.”
Philip’s career reflects his strong passion for the UK rail industry and his active role in bringing the railway community together. During his ten years with Modern Railways magazine, including four years as Editor, he became a leading voice in railway journalism, offering valuable insights into the industry’s challenges and opportunities. He has also been responsible for coordinating many of the most recognisable and highly regarded events in rail, further strengthening his connections within the industry. His editorial expertise and long-standing involvement in railway matters give him a unique perspective on the sector’s needs and future direction.
Prior to his role at Modern Railways, Philip worked across a range of transport-related editorial roles, gaining a comprehensive understanding of the broader UK transport landscape. His ability to connect with both frontline staff and industry leaders will be a crucial asset as he guides CIRO through this period of transformation.
Supporting Rail’s Transformation
The appointment of a new CEO comes at a particularly exciting time as the UK rail industry enters a new phase of reform. CIRO is ideally positioned to support the government’s plans for a more efficient and customer-focussed network, and Philip’s appointment as CEO brings fresh leadership at this pivotal time. His extensive industry knowledge and vision for CIRO will be key in helping the Institution play a central role in upskilling professionals, fostering collaboration, and ensuring the railway workforce is prepared to meet the government’s ambitions for modernisation and integration. Under Philip’s leadership, CIRO will continue driving innovation and excellence within the sector.
Looking Ahead: A Bright Future
Philip’s arrival signals a new chapter for CIRO, and his leadership will undoubtedly shape the Institution’s strategic direction in the coming years. CIRO’s core mission – to develop and promote the profession of rail operations – remains steadfast, but under Philip’s guidance, the Institution is set to expand its reach and influence, both domestically and internationally.
With Philip now at the helm, there is a strong sense of optimism within the CIRO community. His leadership will undoubtedly help the Institution continue to thrive in its mission of supporting the railway operations workforce, enhancing professional standards, and ensuring the railway industry’s continued success.
Please join us in welcoming Philip Sherratt to the CIRO family. His vision, energy, and commitment to the future of the UK railways will ensure that CIRO remains a cornerstone of professional development within the industry for many years to come.
