Biography

Bill Reeve joined Transport Scotland in 2005 to establish its rail team following the devolution of rail powers to the Scottish Parliament. He has since held a number of senior roles within the organisation and is currently Director of Rail Reform, leading Scotland’s programme of rail reform and modernisation.  

Bill has worked in both the passenger and freight transport sectors. His career spans British Rail, the privatised rail industry, and the Strategic Rail Authority, where he served as Director of Project Sponsorship before joining Transport Scotland. 

His experience includes engineering and operational management; rail freight business development; policy and strategy formulation; franchise management; and sponsorship of major rail projects, including new railways, rolling stock programmes, and service enhancements. 

Bill is a Fellow of the Institution of Mechanical Engineers and has served as Chair of its Railway Division.
