CIRO Shortlisted for Association Excellence Award for POD Framework

We’re proud to share that CIRO has been shortlisted for Best Learning / Professional Development Programme at the Association Excellence Awards 2025. This recognition celebrates the strength and success of our Professional Operators Development (POD) Framework, a core learning and development model that underpins CIRO’s work to support our membership of rail professionals throughout their careers.

Developed in collaboration with the industry, the POD Framework defines the key knowledge areas and competencies of effective railway operators. Since its launch in 2012, the framework has evolved into a central part of CIRO’s learning and membership offer, supporting individuals to plan, review, and target their professional development.

Used by thousands of members and learners, the framework provides a consistent structure across CIRO’s self-assessment tools, mentoring guidance, short courses, and the Operators’ Handbook. It has been widely adopted across the rail industry and continues to support organisations and individuals in breaking down silos and promoting a whole system view of railway operations.

“The POD Framework is a brilliant way to give guidance and focus to those in operations that want to further their knowledge,” said Rachel Heath, Operations Director for Wales & Borders at Network Rail and CIRO Board Member.

“The layout of the POD makes it easy to follow without compromising on detail. The POD plays a crucial part in developing railway operators of the future and helps bring people from across the industry closer together, which will be vital as we move into rail reform in the near future.”

The POD Framework is now in use across multiple leading rail organisations as part of induction and progression programmes. It is also expanding internationally, with its principles already being applied in Australia and Canada, where regional councils are tailoring the model to align with local training needs.
